Safi is Morocco's sardine port, and sardines are serious business there. The fish are opened, deboned, and paired two by two around a layer of chermoula — the cilantro, garlic, cumin, paprika, and lemon marinade that accompanies every fish dish in Morocco — then arranged in a tagine on rounds of potato, tomato, and pepper, and cooked over low heat until the vegetables are tender. The dish is eaten with bread, dipped into the red sauce. The same stuffed sardines, simply fried in breadcrumbs, are Safi's street sandwich.

Preparation

    Blend the cilantro, garlic, cumin, paprika, chili powder, lemon juice, salt, and 4 tablespoons of oil into a chermoula.

    Spread chermoula on one sardine, place a second sardine on top, and press together. Repeat.

    In an oiled tagine, arrange the potatoes, tomatoes, and peppers. Season with salt, drizzle with the remaining chermoula and half a glass of water. Place the sardines and preserved lemon on top.

    Cover and cook for 35 minutes over low heat, or 30 minutes in a 200°C (400°F) oven.
